First State Bank of the Florida Keys recognizes that what sets us apart are our people.Position Summary:The Risk & Compliance Officer is responsible for overseeing, managing, updating and maintaining First State Bank’s risk and compliance program to ensure that functional areas of the Bank operate in compliance with applicable banking laws, regulations, internal policies, and best practices.The Risk & Compliance Officer must be able to build strong relationships with all levels of the company and interface with internal and external contacts in a professional manner as well as interact with federal and state agencies, vendors, employees, and internal departments to fulfill responsibilities and obligations. The Risk & Compliance Officer will review and perform risk assessments, awareness training, ensures compliance with rules and regulations including consumer protection and BSA/AML, manage the audit program and update policies and programs, perform self-assessment/testing and conduct status reporting. The Risk & Compliance Officer also serves as the Audit Liaison to the Audit Committee.Position Responsibilities:* Ensure the organization’s risk management policies and strategies are in compliance with applicable regulations and strategic vision of the Bank.* Maintain and update Bank-wide consumer compliance program in order to enhance safe and sound banking practices through regulatory support procedures.* Participate in new product and service development. Proactively review and assess risks and compliance issues associated with the development of new products and services, short and long-term strategic plans, policies and risk assessments.* Monitor and evaluate the efficiency and effectiveness of the Compliance Department’s methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement.* Utilizes automation to drive efficiencies and consistency in compliance.* Analyze problems, identify alternative solutions, evaluate proposed actions and implements recommendations in support of objectives and goals.* Oversee the company’s preparation for state and federal examinations, as well as act as the company’s point of contact for state and federal examiners. Follow-up on regulatory findings, which includes preparing written responses to the examiners.* Provide ongoing guidance to bank personnel regarding new and existing policies and procedures. Monitors emerging regulatory issues, applicability, and implementation process before effective dates.* Maintain a risk based compliance monitoring program and present the results of the program to the Compliance Council and/or designated Committees, as required.* Work in collaboration with the Marketing department to evaluate, review and approve marketing materials and promotional initiatives.* Maintain and update a bank-wide compliance training program and monitor attendance and completion of the training program.* Provide key inputs into the Bank’s Risk/Audit or other committee that oversees the risk management process and ensures alignment with organizational objectives. As the Audit Liaison, has a dotted line reporting responsibility to the Audit Committee and performs such duties as further detailed in the Audit Policy.* This position also may have responsibilities for Insurance Program and/or Business Continuity Planning activities for the Bank. Evaluates Insurance policies and updates senior Management and the BOD on annual insurance renewals, cost, and claims, if any.* Responsible for the management of relationships with independent auditors as well as with other specialty audits.* Oversees the compliance monitoring program (regulatory compliance and BSA/AML) and documents and present updates on the program to the Audit Committee or other committees, as required.* Participates in various management committees such as the Fraud Committee, IT Steering Committee, Compliance Council, BSA Management Committee. Also presents monthly updates to the Risk Committee, Audit Committee, and BOD as needed.Required Education & Experience:* Bachelor’s degree or equivalent, with a concentration in Business Administration, Accounting or Audit* Minimum of 8 years’ experience in Regulatory Compliance/Risk Management role.* Thorough knowledge of Federal and State regulations and regulatory requirements as they pertain to the banking industry.* Understanding of the banking environment.Competencies:* Exhibits business process knowledge, possesses a broad based operational perspective and provides solutions for business risk issues* Recognized risk leader, who is a dynamic, proactive and decisive person.
